In a significant milestone for India’s drone industry, the country has crossed an impressive 10,000 commercial drone registrations on the Digital Sky platform, as reported by Murlidhar Mohol, the Minister of State for Civil Aviation, in a recent address to the Parliament. As of September 2024, a total of 10,208 type-certified drones have been registered under this platform. This growth reflects the increasing adoption of drone technology across various sectors in India, such as agriculture, logistics, and surveillance.

The Directorate General of Civil Aviation (DGCA) operates the Digital Sky platform, which manages and regulates unmanned aircraft systems (UAS) in India. Currently, the DGCA has issued 96 type certificates for 96 different drone models, with 65 assigned to agriculture-focused drones and 31 allocated to logistics and surveillance. The rapid expansion of the drone ecosystem is a testament to India’s growing commitment to fostering advanced technology, particularly in the context of unmanned aircraft.

The Role of Digital Sky in India’s Drone Regulation

The Digital Sky platform is an essential part of India’s airspace management, ensuring safe and efficient drone operations across the nation. According to Mohol, the DGCA’s platform has made it easier for both commercial and private drone operators to register their drones, while adhering to the country’s stringent aviation laws. The platform simplifies the process of obtaining necessary clearances and permissions, allowing for the seamless integration of drones into Indian airspace.

The “Green” zone, which accounts for approximately 86% of India’s airspace, is open for drone operations without requiring special permission for drones weighing up to 500 kg. The “Yellow” zone, on the other hand, requires air traffic control approval for drone operations, while the “Red” zone includes no-fly zones such as areas near airports and sensitive government installations.

Growth of Commercial Drone Applications in India

The rise in the number of commercial drones registered on the Digital Sky platform aligns with the growing use of drones in various industries. Drones actively serve a wide range of sectors, from agriculture to surveillance, and their potential remains far from fully realized. Government Efforts and Strategic Collaborations

The Indian government is taking proactive steps to develop the necessary infrastructure for the future of drone technology. Discussions are actively ongoing about the regulations for emerging technologies such as Vertical Take-Off and Landing (VTOL) and electric VTOL (eVTOL) aircraft, which are set to become central to urban air mobility. These eVTOLs, often referred to as air taxis, are battery-powered and have the capacity to carry up to six passengers, along with a pilot.

Mohol mentioned that the DGCA is working on regulations for these advanced air mobility (AAM) solutions. The upcoming rules will cover airworthiness certification, pilot training, and operational procedures for eVTOLs, ensuring their safe and efficient integration into India’s airspace. These rules will also focus on vertiports, the infrastructure required to support vertical take-off and landing aircraft, and the use of Unmanned Aircraft Traffic Management (UTM) systems to prevent conflicts in air traffic.

India’s Airspace Management Strategy

To support the safe integration of drones and other unmanned aircraft, India is implementing a comprehensive airspace management strategy. The DGCA is collaborating with global aviation bodies such as the European Union Aviation Safety Agency (EASA), the International Civil Aviation Organization (ICAO), and the United States Federal Aviation Administration (FAA) to develop regulations that will ensure the safe operation of drones in shared airspace. These collaborations will help India leverage international expertise and align its policies with global best practices.

Moreover, the integration of UTM systems into the country’s existing Air Traffic Management (ATM) systems will be crucial for de-conflicting the movements of drones and other small aircraft. This will create a robust framework for the management of both autonomous drones and traditional manned aircraft in the same airspace.
