Tamil Nadu has announced a financial aid initiative for gig workers by offering a ₹20,000 subsidy on electric scooters (e-scooters) to 2,000 workers registered with the Gig Workers Welfare Board. The scheme, unveiled by Finance Minister Thangam Thenarasu during the 2025-26 Budget, aims to reduce financial burdens on workers engaged in food delivery and e-commerce services, including those employed by Zomato, Swiggy, Zepto, and Blinkit. Additionally, the government has introduced a group insurance scheme for 1.5 lakh gig workers and plans to establish rest lounges in major cities such as Chennai and Coimbatore. Further, seven new Industrial Training Institutes (ITIs) will be set up to enhance vocational skills for children of construction workers. This initiative aligns with Tamil Nadu’s broader goal of promoting electric vehicle (EV) adoption and strengthening the social security of gig workers.

1. Background of the Gig Economy and Its Role in Tamil Nadu

1.1 Understanding the Gig Economy

The gig economy has seen exponential growth in India, especially in metropolitan areas where demand for quick commerce, food delivery, and ride-hailing services has surged. Gig workers, who operate on a freelance or contract basis, contribute significantly to digital commerce and urban logistics.

1.2 Tamil Nadu’s Gig Workforce

Tamil Nadu has emerged as one of India’s leading states for gig employment. With a large youth population engaged in app-based services, workers from platforms like Zomato, Swiggy, Zepto, and Blinkit rely on two-wheelers for daily operations. The state government acknowledges the crucial role gig workers play in urban mobility and commerce, prompting the introduction of welfare measures.

2. Tamil Nadu’s E-Scooter Subsidy Initiative

2.1 Key Highlights of the Subsidy Scheme

  • The state will provide a ₹20,000 subsidy for purchasing e-scooters to 2,000 gig workers registered with the Gig Workers Welfare Board.
  • The initiative aims to reduce the financial burden on delivery executives and logistic partners reliant on two-wheelers.
  • Promotes electric vehicle (EV) adoption, aligning with Tamil Nadu’s green energy goals.

2.2 Financial Implications

The subsidy significantly lowers the cost of owning an e-scooter. Given that models from Ola start at ₹79,999 and Ather at ₹99,999, this incentive makes EVs more accessible for low-income gig workers.

2.3 Government’s Perspective

Finance Minister Thangam Thenarasu emphasized that this initiative would support livelihoods while ensuring sustainability. Labour Secretary Veera Raghava Rao stated that more details of the scheme would be revealed soon.

3. Social Security Measures for Gig Workers

3.1 Group Insurance Scheme

  • The state will introduce an insurance scheme covering 1.5 lakh gig workers.
  • The scheme will offer compensation for accidental deaths and disabilities, ensuring financial security for workers and their families.

3.2 Lounge Facilities in Major Cities

  • Rest lounges with essential amenities will be set up in Chennai and Coimbatore.
  • These lounges will provide relief from extreme weather conditions and long working hours.

4. Vocational Training for Construction Workers’ Children

4.1 Establishment of Seven Industrial Training Institutes (ITIs)

  • Tamil Nadu will set up ITIs in districts with high construction labor concentrations, including Krishnagiri, Tiruvallur, Kanchipuram, Madurai, Trichy, Coimbatore, and Dharmapuri.
  • These institutes will offer training in six trades, adding 1,370 new seats annually.
  • The initiative is backed by Rs 148 crore from the Tamil Nadu Construction Workers Welfare Board.

5. Industry Response and Future Implications

5.1 Reactions from Worker Unions and Industry Experts

KC Gopikumar, head of the Tamil Nadu Food and Allied Products Delivery Workers Union, welcomed the scheme but urged the government to extend benefits to more workers and improve working conditions.

5.2 Impact on Tamil Nadu’s EV Market

With more gig workers transitioning to e-scooters, the demand for EVs is expected to rise. This will likely attract investments from leading electric two-wheeler manufacturers and drive infrastructure growth.

6. Learning for Startups and Entrepreneurs

  • Emphasizing Worker Welfare: Startups should take cues from the Tamil Nadu government’s initiative and explore employee benefits that ensure workforce stability.
  • Sustainability Integration: The subsidy highlights the importance of adopting eco-friendly solutions, a key area for businesses to explore.
  • Skill Development Focus: Investment in vocational training can bridge skill gaps and enhance long-term employability.
